Signing on for the CLARITY Act

In July 2025 the Wisconsin Blockchain Business Council joined the Stand With Crypto Wisconsin chapter in signing a letter to Senator Ron Johnson urging support for the CLARITY Act.
The bill — H.R. 3633 in the 119th Congress — is the federal market-structure legislation for digital assets: the piece that decides which agency regulates what, and on what terms. It passed the U.S. House on 17 July 2025 by 294 to 134, days before the letter went out.
Where it stands
The Senate Banking Committee reported the bill 15 to 9 on 14 May 2026. As of August 2026 it has not cleared the Senate floor.
Its companion did finish. The GENIUS Act became Public Law 119-27 on 18 July 2025, settling federal rules for payment stablecoins and leaving the states a lane. That asymmetry — stablecoins settled, everything else unfinished — is the shape of the ground Wisconsin is now legislating on, and it is why a state digital-dollar framework is the center of our 2027 agenda while market-structure questions wait on Washington.
