The legislative tracker follows Wisconsin bills on digital assets, AI, data centers, privacy, cybersecurity and quantum. Each bill is now scored on two things: how it treats the businesses that build here, and how it protects the people who use what they build.

Scores are weighted by impact and progress. A signed law counts most. A bill that is moving counts as momentum. A bill that stalls still counts a little, because the issue reached the agenda. Bills that would restrict the digital economy score in reverse.

The scores roll up by topic, by pillar and into one overall grade. At launch it was a C, 51 out of 100, across eleven bills from the 2025-26 session: two signed into law and nine that did not pass. The method is published on the page.
