An evening at the Milwaukee County Historical Society built around the WIN Bill.

The Wisconsin Blockchain Business Council convened the Wisconsin Digital Policy Forum at the Milwaukee County Historical Society, built around the WIN Bill — the Office of Financial Technology Innovation Act — as the cornerstone digital policy for the session.

The program paired a founder showcase, demonstrating blockchain’s real-world impact in Wisconsin communities, with a policy panel titled “The WIN Bill: Advancing Digital & Financial Innovation.” The panel featured Senator Dora Drake, who would go on to author the bill as SB 951 in February 2026.

Sen. Drake authored it in February 2026. It is on our 2027 agenda.
